Synopsis: Tokyo finds itself beset by calamity, cutting the city off from the rest of the world. Select individuals find themselves with new abilities, brought about by colorful tattoos. It is said there is one way to escape the city: The Union has formed, dividing the city in to 23 wards, controlled by 23 powerful Kumi. If you defeat each of the 23, you may leave the devastated city, but who could hope to win such a battle?
